Dr. Steven Feinberg, President
A board-certified physiatrist and pain medicine expert based in Palo Alto, Dr. Feinberg brings decades of med‑legal experience recognized across the legal community. As President, he stewards FMLE’s clinical quality—overseeing physician recruitment, mentoring practitioners, and personally conducting evaluations at his Palo Alto office. In addition, he authors a widely respected newsletter for the medical, legal, and claims communities.

Victoria Lyustin, Chief Executive Officer
With a background in operations management and healthcare administration, Victoria brings a dual perspective—balancing med‑legal expertise with Silicon Valley project execution. She manages FMLE’s entire operational infrastructure, building seamless systems that support physicians, streamline client workflows, and ensure billing/report delivery moves efficiently. Since 2010, she has specialized in navigating systems across workers’ compensation, personal injury, Longshore & Harbor Workers Act, and private disability claims.

FMLE emerged at the end of 2023 from a shared commitment by Dr. Feinberg and Victoria Lyustin to raise standards in medicolegal reporting. Having witnessed shortcomings in existing processes—whether in large groups or solo practices—they envisioned a firm where quality leads every evaluation. Capable professionals deserve better supports; legal and claims professionals deserve better insights. FMLE initially launched to serve California’s Workers’ Compensation community and quickly expanded to offer personal injury, Longshore & Harbor, and private disability evaluations in California and Washington. Today, we’re growing toward a nationwide presence—always with accuracy, consistency, and client experience as our guiding compass.
