Dr. Steven Feinberg
President
Dr. Feinberg is a physiatrist and pain medicine specialist practicing in Palo Alto, CA. Dr. Feinberg is known for his exceptional med-legal reporting. This has earned him recognition in the legal community on both sides of the bar. At FMLE, Dr. Feinberg oversees clinical operations, recruits and mentors physicians, and produces a newsletter for the physician, legal, and claims communities. He also personally conducts evaluations at his Palo Alto office.

Victoria Lyustin

Victoria's background is in operations management. She has been involved in managing physician groups in both treatment and med-legal practice since 2010. Prior to her involvement in the medical field, she successfully managed and delivered product, project and program management services to software companies in the Silicon Valley. She is well versed in workers' compensation, personal injury, Longshore & Harbor Workers Act and private disability evaluation needs. At FMLE, Victoria is personally responsible for building and overseeing systems and processes that support an efficient operation for clients, physicians and administrative staff.
OUR STORY
For the past decade, Dr. Feinberg and Victoria Lyustin have discussed some of the deficiencies in med-legal reporting across multiple case venues. While there are very capable physicians out there, the processes built by the large groups they join or the lack of proper support for the solo practitioners has resulted in deficiencies or lack of understanding of all the elements that need to be covered by a med-legal evaluation for a variety of case types. They have been talking about the possibility of building a company that focuses on quality first.
FMLE was finally formed at the end of 2023 to serve the attorney community in California Workers' Compensation system. It has since grown to offer personal injury, Longshore & Harbor Workers Act and private disability experts to conduct evaluations in the states of California and Washington. Over the next several years, FMLE plans to take its operations nationwide.
